EPA proposes regulation of large emitters of greenhouse gases
The Environmental Protection Agency announced yesterday its proposal to regulate greenhouse gases emitted by large industrial facilities.
The EPA’s action is seen as an effort by the Obama administration to put more pressure on Congress to enact climate change legislation.This past Spring, the EPA made an “endangerment” finding regarding greenhouse gases. Thus, under the Clean Air Act, the EPA believes it is allowed to regulate those gases without any further climate legislation from Congress.

Many experts thought the EPA, notwithstanding its finding, would nonetheless wait for Congress to act.
Lisa Jackson, the EPA Administrator, quoted in the Wall Street Journal said, “The EPA’s ready to work with Congress but we’re not going to continue with business as usual while we wait for Congress to act.”
Despite Ms Jackson words, it is not clear what will happen next. Industries targeted by the EPA are questioning whether it is legal to single out large emitters from smaller emitters.
